CCTV News:A few days ago, the Youth Rights Protection Department of the Central Committee of the Communist Youth League and China Internet Information Center jointly released the "Research Report on Internet Use of Minors in China in 2018". According to the report, as of July 31, 2018, the number of underage netizens in China has reached 169 million, and mobile phones have become the main tool for teenagers to surf the Internet. Bad information on the Internet has become the main factor threatening the network security of teenagers.
Through continuous investigation, CCTV reporters found that bad information on the Internet spread to minors in various ways, and some Internet platforms just turned a blind eye to the online review and bad information reporting mechanism for minors, which boosted the spread of bad content.
At the beginning of February this year, Ms. Li, a parent in Shandong, sent a number of pictures to reporters, which were full of indecent words and pornographic dating information. Ms. Li said that the picture was taken from an online game interface called "My World", which is often played by children and classmates who are attending primary school.
Ms. Li, a primary school student’s parent, said: "Apple Store rated it as over 4 years old, and most games in Apple (App Store) were over 9 years old or over 12 years old. I think you can also know from the classification of Apple Store ‘ My world ’ These children are more. "
The reporter logged into official website, an online game of "My World", and found the words "This game is suitable for players of all ages" in its game introduction. According to the statistics of reporters, in the last 18 months, the download volume of "My World" in the Apple App Store alone exceeded 27 million times. What makes Ms. Li unbelievable is that in this online game covering young users, pornographic dating content is popular. In the page shot by Ms. Li, the reporter found that some pornographic dating information was packaged by homophonic characters and letters, and some directly indicated that they were looking for minors to chat naked.
Ms. Li, the parent of primary school students: "There are at least two or three pieces of information in ten pieces. I deliberately took pictures for certain age groups. His recruitment information has clear requirements, male under 13 years old and male under 14 years old, and the content is very unbearable. "
Ms. Li said that the child told her after discovering bad information while playing this online game. In desperation, Ms. Li wanted to report the information of these bad content publishers to the platform, but the next scene made her feel incredible.
Ms. Li, the parent of primary school students: "I didn’t find any report button. I looked for it for a long time. At first, I thought it might be a child. They couldn’t understand it when playing this game. Then I came to find the report button and reported that his speech (function) was completely absent."
According to Article 49 of China’s Cyber Security Law, network operators should establish a complaint and report system for network information security, publish information such as complaint and report methods, and promptly accept and handle complaints and reports related to network information security.
On February 15th, the reporter downloaded and logged into the online game "My World". In its "Local Online" sub-section, the reporter saw that some players had built online rooms waiting for others to enter, including a lot of room names composed of pornographic words. The reporter clicked into a game room and sent a message of "How old are you" for convenience, and then the other party sent a QQ number and asked for a naked video chat.
The reporter didn’t find the options of "reporting" or "complaining" in this chat interface and the sub-section of "Local Online". In this regard, the reporter repeatedly called the game customer service hotline for feedback.
Reporter: I saw some indecent content, including some sexually suggestive and seductive messages. This information about making friends is in their room. I would like to ask, for a platform like "My World", is this something that you can’t monitor or can manage?
Customer Service: If there are such illegal words posted in the game room as you said, you can put them, that is, if you happen to be with your child, you can teach him to take pictures of the words posted by the other party on the game interface. Next, we have a channel to complain from the game. You can provide us with the screenshots. After we check, if the player’s speech is illegal, we will restrict his speech function.
Reporter: Where do you say the channel for complaints here is?
Customer service: In my mobile phone version of the world, there is a word "I" in the lower right corner before entering the room, and there is a customer service in me, and then you can contact the customer service by selecting the game question feedback inside.
Reporter: It sounds to me that the operation of these processes you just mentioned is not a feedback of complaints. The feedback of games and complaints are two concepts.
Customer service: As you said, there is of course a report function in our game. But generally speaking, reporting is like using plug-ins to report players cheating, which will have direct instructions. If you report his speech, you should submit it to our backstage, because these things have to be judged by human customer service.
Reporter: I want to ask if there is such a prompt to report a keyword of two words, and our users directly click in, is there?
Customer service: You said it was the kind of quick report function, right?
Reporter: Is there such a setting? In this game?
Customer service: At present, the customer service side can’t find out whether there are any settings in the game.
The reporter found that the so-called "feedback mechanism" described by the "My World" customer service staff does not belong to the special reporting channel. Even with the reporting function, "user feedback" is in the general setup of the platform "maze" and it is difficult for users to find it quickly. As of press time, the reporter found that pornographic dating information still exists in the online section of "My World".
Zhu Wei, deputy director of the Communication Law Research Center of China University of Political Science and Law, said that as a network service provider, when it receives a complaint, since it keeps a log, it should know the existence of this illegal situation. If it does not take the necessary measures and does not block the disconnection or deletion in time, then the responsibility it bears is a joint infringement responsibility or even the responsibility of an accomplice in a crime. Because you know it clearly, many apps want to do it without setting up a complaint mechanism. But in fact, the law stipulates that there is such a provision in the network security law, and this complaint mechanism for all users must be set up. If it is not set up, it itself cannot go online.
